The Hassan Zilla Panchayat has filed complaints against eight officials and a gram panchayat president, in connection with misuse of funds to the tune of Rs. 21.01 lakh.

The officials are facing charges of developing a private land by spending government money. They had allegedly developed the land under five schemes over the last six years.

The officials facing charges are K.B. Krishne Gowda, H.S. Phaneesh, K.V. Nagaraj (all executive officers), Harish (assistant engineer), Suresh, Ninge Gowda (junior engineers), Javare Gowda, Shivananjappa (gram panchayat secretaries) and Ningamma, president of Basavapatna Gram Panchayat.

Deputy secretary (administration) Lakshmi Narasaiah had filed complaints with the Konanur police. All the officials are expected to be suspended after criminal cases are filed against them.

The officials had allegedly ‘developed' the market place in Basavapatna, spending Rs. 21.01 lakh grants released under various schemes. The development work included laying road, drainage and water supply connection.

The said land was first taken up for development by the Arkalgud Taluk Panchayat in 2005-06 under the 12th Finance scheme. The same work was taken up again under the same scheme next year.

In 2007-08, the officials again ‘developed' the land under the Sampoorna Grameen Rozgar Yojana.

In 2008-09 and 2009-10, the same work was taken up under the 12th Finance scheme. They showed an expenditure of Rs. 8.3 lakh for the same work under the Mahatma Gandhi National Rural Employment Guarantee Act in 2009-10. The work was repeated again under the 13th Finance scheme in 2010-11.

According to an investigation report, this land was a private property owned by Shivamurthy, a resident of Basavapatna. The officials had taken up the work without verifying the land ownership status.

Hassan Zilla Panchayat Chief Executive Officer S.T Anjan Kumar had ordered for a detailed inquiry into the works taken up under MNREGA in Arkalgud taluk following complaints from A.T. Ramaswamy, a former MLA.

The enquiry had been completed. In the first phase, the ZP had decided to file criminal charges against nine officials. It is soon expected to file cases against at least 30 people in connection with irregularities in 29 gram panchayats in the taluk.
