Flays setting of December 10 deadline
Communist Party of India (Marxist) leader and former Finance Minister T.M. Thomas Isaac has criticised the government for setting a December 10 deadline for local bodies to upload projects using Plan funds.
Describing the government stand as ‘irresponsible,’ Dr. Isaac said here on Wednesday that it would destroy the entire process of planning.
Addressing newspersons, Dr. Isaac criticised Local Self-Government Minister M.K. Muneer for setting the deadline. The government should allow the Plan funds to be carried over to next year. “That is the best way out of the current situation,” he said.
He said the current policies followed by the United Democratic Front (UDF) government were bringing in anarchy in the State’s planning at the local body level. “The style of decentralisation being followed by the UDF has destroyed planning in the State,” he said.
He said the government had failed to issue guidelines for panchayats to prepare projects in accordance with the Plan. The panchayats were now asked to make projects and get them done without caring for the Plan. “This cannot be accepted at any cost,” Dr. Isaac said, threatening to launch an agitation if the government did not withdraw the move.
He said that in Malappuram, for example, only three panchayats had uploaded their projects so far. “How can you expect the panchayats to upload their projects in the next couple of days?”
He said many projects initiated by the former Left Democratic Front (LDF) government, including the EMS Housing Project, were being torpedoed by the present government.
Dr. Isaac demanded that the government carry out the EMS Housing Project even if it was at the cost of changing its name. “The present government cannot wash its hands of the responsibility of destroying such projects,” he said.
Reiterating that the Plan funds should be carried over to next year, Dr. Isaac said that there would be no technical problems in doing so.

CPI(M) senior leader Paloli Mohammed Kutty, who accompanied Dr. Isaac, said the UDF was behaving vindictively against Leader of the Opposition V.S. Achuthanandan. The Vigilance case initiated against Mr. Achuthanandan (for ‘gifting’ land to a relative) was part of a UDF conspiracy, he said.
Mr. Paloli and Dr. Isaac said the party would decide how to deal with the case against Mr. Achuthanandan. “When it is political, we will deal with it politically. At legal level, we will take it on legally,” they said. “Let the government go ahead with its case. You have seen how the case has evolved. The party will deal with it in an apt manner,” they said.
