AHMEDABAD: Bharatiya Janata Party leader L.K. Advani on Tuesday blamed the Congress-led United Progressive Alliance Government at the Centre for "failure" to ensure internal security.

He was inaugurating a road overbridge here, when reports of the serial train blasts in Mumbai came in. Earlier in the day, eight persons were killed in serial blasts in Srinagar.

Expressing shock over the incidents, Mr. Advani said the internal security situation had deteriorated after the UPA Government came to power at the Centre. Security and development were inseparable for a nation's peace and progress. One could not be achieved without the other. Peace must prevail and internal security must be ensured for the people for the nation to progress and develop. A nation could not progress if an atmosphere of fear and uncertainty prevailed.

On inflation, he said the common man was reeling under the rise in prices of essential commodities despite the Centre's claim of keeping them under control. If inflation remained unchecked, it would hamper the country's development.

Chief Minister Narendra Modi said the key to progress for any State and the country was infrastructure development.

Quoting the former President of the United States, John. F. Kennedy "you have to build infrastructure first and development will follow" Mr. Modi said the opposite of it could not be true. The Congress ignored the development of infrastructure.
