The ruling coalition and the Opposition in the Jammu and Kashmir Assembly wrangled for the second consecutive day of the budget session on Friday over the three adjournment motions seeking a debate on the Parliament attack case convict Afzal Guru’s execution.

Nearly 20 legislators of the Opposition People’s Democratic Party (PDP), the Communist Party of India (Marxist) and the ruling National Conference (NC) have demanded adjournment of the business and passage of a resolution asking the Centre to return Afzal’s body to his family.

NC’s Mubarak Gul, who was elected Speaker on Thursday, had a tough time in dealing with the Opposition, beseeching the angry members to give him time to scrutinise the adjournment motions. He asserted repeatedly that he would announce his decision “in a day” and implored the Opposition to cooperate with him in conducting the scheduled business. On Thursday, a group of 14 MLAs of the PDP had moved a motion seeking adjournment of the scheduled business and a special discussion on the execution. The PDP also sought passage of a resolution asking the Centre to immediately return his body to his family for funeral rites and burial in the valley.

CPI (M) State Secretary Mohammad Yousuf Tarigami too moved an identical motion. In a significant development, even the ruling NC moved a similar motion. It was signed by five MLAs, including three of the lately removed Ministers — Nasir Aslam Wani, Aga Ruhullah and Javed Ahmed Dar.

The Speaker’s appeals were repeatedly turned down by the PDP and CPI(M) as also the vociferous Independent MLA Engineer Sheikh Abdul Rasheed.

The PDP and the CPI(M) refused to relent even as the Speaker adjourned the proceedings twice for brief intervals. They demanded to know why the Speaker needed time to consider the fate of the three motions given the fact that NC itself had moved a similar motion. As Mr. Gul did not oblige the members of the PDP, the CPI(M) and Mr. Rasheed shouted slogans, displayed banners and made attempts to occupy the well in protest. Finally, the Speaker adjourned the House for the day.
