Selection of judges

Two questions which prominently figured in the discussion which the Home Minister, Mr. Govind Ballabh Pant, had with the Chief Ministers of States in New Delhi on January 13 were the appointment of persons from outside a State as Judges of the State High Court, and the questions to be asked during enumeration in the 1961 census. The State Reorganisation Commission had recommended that in order to inspire confidence in the judiciary, one-third the number of Judges of a High Court should be recruited from outside the State. After some discussion, the Chief Ministers agreed that there should be an all-India panel of judicial officers prepared, from whom judges could be chosen.

Importance of steel

The need for a big plan, with particular emphasis on increased production of steel and power, was stressed by Prime Minister Nehru in his address to the National Development Council, which began its two-day session in New Delhi on January 13. Mr. Nehru said that India needed a big plan because it was only through major projects they could hope to develop the country. There might be a serious crisis if, at the end of the Third Plan, there was shortage of steel. A certain percentage of power produced should be reserved for rural areas, said Mr. Nehru. The Prime Minister is understood to have indicated that India might become self-sufficient in oil at the beginning of the Fourth Plan. Referring to the progress of the Plans, Mr. Nehru said that during the last ten years of the two Plans considerable achievements had been made in spite of failures here and there.

First model of Avro

The first manufactured model of the Avro-748 from the IAF Maintenance Command at Kanpur will be ready for flight before June 1, 1961, it is learnt. The manufacture of the Avro-748, which will replace the Dakota as transport aircraft, is progressing according to schedule. IAF technicians are in touch with the manufacturers in England and the British prototype model is being flight tested now. The results of these flight tests are being incorporated in the model now under manufacture in Kanpur.
