Prime Minister Nehru declared at the A.I.C.C. meeting in New Delhi on May 10 that in the implementation of the Nagpur resolution of the Congress on co-operation, they could not isolate joint co-operative farming from service co-operatives which they were going to establish and work for the first three years. Essentially their approach should not be rigid but flexible. As such, while the immediate emphasis was on service co-operatives they could think of joint co-operative farming even from now in a limited way, so that by example they could show how successful it could be.
