Mr. Gunnar Jarring reported on April 29 to the UN Security Council on the talks he recently had with India and Pakistan on the Kashmir question. He did not make any concrete proposals either for the settlement of the dispute or as regards the next step which the Council should take, but in his brief report he told the Council in effect that the problem had become vastly more complex now than it was nine years ago and that the holding of a plebiscite had become more difficult because the political and strategic situation surrounding the whole problem had changed.
