A UN Committee recommended on February 28 that a three-man good offices commission be appointed "with a view to assisting in negotiations" between the Netherlands and Indonesia over the disputed territory of West New Guinea. Supporting the 13-power resolution during the debate in the Political Committee, Mr. V. K. Krishna Menon, the Indian delegate, denied that there was a legal claim in favour of the Netherlands. "This territory belongs to Indonesia. It happens to be in the illegal possession of the Netherlands. What we are trying to do is to bring to an end this illegality," he said. The Committee approved the resolution over strong Netherlands' opposition. Mr. C.E.A. Schurmann, of the Netherlands, declared that his country was not prepared to negotiate a transfer of sovereignty over West New Guinea to Indonesia under any conditions.
