The Bill to amend and consolidate the law relating to legal practitioners and to provide for the constitution of Bar Councils and an All-India Bar was generally welcomed in the Lok Sabha on December 2. During a 75-minute inconclusive discussion on the Law Minister’s motion to refer the Bill to a Joint Select Committee, Mr. Shankaraiya and Mr. Satyendra Narayan Sinha (both Congress) opposed power being given to judges to classify advocates as seniors and juniors. Mr. Sinha said that if the independence of the Bar was to be maintained, the classification should be left to lawyers themselves on the basis of certain standards. Touting came in for strong criticism at the hands of Mr. Ajit Singh Sarhadi and Mr. Sinha.
