Mr. Nikita Khrushchev, the Soviet Prime Minister, at a ceremony in Budapest on April 3 marking Hungary’s liberation by the Soviet Army 13 years ago, accused the United States Government of trying to throw back to its starting point the whole cause of a Summit conference. Mr. Khrushchev was addressing prominent Hungarian Communist Party and Government officials, diplomats from the Soviet group and neutral countries and other specially invited guests who were present on the occasion. Mr. Khrushchev said the German problem could only be solved by the Germans themselves, without the interference of other States. “A solution that is not approved by the whole German people does not lead to the strengthening of European peace. On the contrary, it leads to a sharpening of the situation or even to war.”
