Prince Philip, the Duke of Edinburgh, while laying the foundation-stone of the first College of Engineering and Technology which is being established with the generous assistance offered by the United Kingdom through the Colombo Plan in New Delhi on January 27, said that “in the short run engineers and technologists can do more for India’s material progress now than research scientists.” Science by itself, he said, would only solve scientific problems and “something else was needed to turn scientific facts to practical advantage.” Herein lay the real importance of engineers, technologists and expert administrators. The Duke described the institution as “the first example of friendly co-operation between two Commonwealth Governments.”
