Addressing the 25th annual session of the All-India Organisation of Industrial Employers in New Delhi on May 6, Prime Minister Nehru observed that without a sense of partnership there could be no solution of labour-management relations. In a co-operative commonwealth, there would be no “caste system” of employers and employees. Such a commonwealth could not be created quickly, but in the meanwhile the atmosphere for it should be created. The role of the state in an under-developed economy was to reduce the gap in work, education, health, etc.
