Irrespective of either local political uncertainties or global economic slowdowns, the city has been registering an impressive growth. Addition of more infrastructure and facilities has aided in city boundaries stretching further and further and given the influx of professionals in all fields, the need for more housing and improvement in amenities has been felt.
As the growth continues to encompass newer areas around the city, the Hyderabad Metropolitan Development Authority (HMDA), given responsibility of an extended area which includes locations in surrounding districts, has come out with a plan for it. The Metropolitan Development Plan for Hyderabad Metropolitan Region after completing the mandatory process of objections and suggestions has been recently presented to the government for approval, which is expected shortly.
To ensure growth in the newly-joined areas, most of which happens to be in immediate need of attention, the document has a host of features.
It lays stress on integrating the peripheral areas with the core and intermediate areas to ensure that entire Hyderabad Metropolitan Region merges smoothly.
The Development Plan looks at the projected population of HMDA to be around 1.84 crore by the year 2031 and base itself on a series of studies for the entire area such as base mapping prepared on the basis of satellite images, environmental sustainability and land potential analysis. The main guiding principles followed, as the plan points out, has been on Transit Oriented Development, multiple nuclei concept creating alternative centre and sub-centre, rural urban continuum, peri-urban development, provision of social amenities and environmentally sustainable development.
The extended area of the HMDA comprises 635 settlements including 26 uninhabited villages and seven urban settlements. The jurisdiction extends to 55 mandals located in five districts of Hyderabad, Medak, Ranga Reddy, Mahabubnagar and Nalgonda. With a total area of 7,228 square kms, the HMDA extends to Toopran on north along the NH-7, Bhongir on the east along the NH-202, Chotuppal on south-east along NH-9 and Yacharam on south along the Nagarjunasagar state highway, among other points.
In view of the projected rise in the population here in next two decades, the HMDA plans to create multiple growth centres to reduce the possible pressure on the core. The idea is to come up with a series of self-contained zones with employment hubs, residential and associated amenities.
HMDA officials say that for the first time, climate change concerns have found a mention in the Master Plan and strategies recommended to promote clean energy and conservation.
The document awaiting a formal nod from the government pays attention to land use and spatial distribution such as recreational, lung and open spaces, use of natural resources and at the same time recommends efficient buildings and environmental friendly transportation choices.
Apart from the core, the Master Plan has second order development identified as urban nodes which have the potential to grow and accordingly, higher levels of facilities proposed for them. Dispersed across the region, these nodes include Farooqnagar, Shabad, Chevella, Sanga Reddy, Jeedipalle, Toopran, Bibinagar, Bhuvanagiri, Malkapur, Choutuppal, Ibrahimpatnam, Gundelaguda and Daudguda.
The third order development centres, i.e., urban centres have been defined as those interdependent on the urban contiguous pockets and urban nodes. A total of 35 have been identified and include Mogalgidda, Tadlapalle, Kanduwada, Aloor, Dhobipet, Narsapur, Daulatabad, Donthi, Shivampet, Bommalaramaram, Pochampally, Yacharam and Kandukur.
As a transition space between the urban growth pockets and the rural areas, forming a buffer zone of 1-1.5 km, peri-urban zones have been suggested that could help contain the urban sprawl and here, low rise development has been proposed.
Road hierarchy proposed
Apart from a Regional Ring Road (RRR), the Development Plan has proposed a road hierarchy consisting of 60m, 30m and 18m road width at growth pocket level. Here, it looks at the arterial roads such as state highways and national highways connecting the inner ring road to the outer ring road. Towards a better connectivity between the extended area and core HMDA area, arterial roads have also been mapped out.
