Accord effective from August 1, 2003
Pact likely to be signed todayMinimum hike in basic pay will be Rs.615
THIRUVANANTHAPURAM: No hike in increment rates has been proposed in the wage agreement to be signed between the Kerala State Electricity Board (KSEB) and employees' unions here on Wednesday.
The minimum hike would be Rs.615 in the basic pay and the wage pact would result in upward movement of several allowances being paid to the different categories of KSEB employees.
Besides the minimum additional benefit of Rs.615 on the basic pay, the employees would also be eligible for an additional Rs.50 in House Rent Allowance (HRA), Rs.10 in medical allowance, City Compensatory Allowance (CCA) by Rs.30, Rs.40, Rs.65 and Rs.120 in four slabs. The hike in HRA and CCA would have effect from March 1, 2006. The wage pact would have effect from August 1, 2003, and would benefit the nearly 25,000 employees of the Board. The Government may decide to pay arrears for six months and impound the remaining portion in the provident fund of the employees.
The wage agreement is likely to result in reduction in the fitment benefits of the employees from 10 per cent provided for in the last agreement to 6 per cent this time. Given the decision to leave increment rates untouched, the revised pay of KSEB staff would comprise the existing pay and 59 per cent dearness allowance plus the enhanced portion of various allowances. Weightage given to period of service would also stand curtailed after the wage agreement, the range being 1 per cent for one year subject to a maximum of 20 per cent.
Around 20 different allowances being paid would stand revised upward, some of them marginally. The following are some of the monthly allowances that would stand revised: Spread over allowance available to linemen, overseers and sub-engineers would go up by Rs.60, Rs.70 and Rs.75 respectively, investigation allowance by Rs.10, shift duty allowance by Rs.15, power project construction allowance by Rs.10, store allowance by Rs.5, technical allowance by Rs.2, heavy duty allowance by Rs.5, hill track allowance by Rs.5 and project allowance by Rs.10 for two slabs and by Rs.15 in two other slabs.
