Bangalore: In stark contrast to the Minister’s statement, the circular sent by the Education Department on August 30 to all schools and department officials strictly forbids corporal punishment. In keeping with the recommendations of the National Commission for Protection of Child Rights, it defines corporal punishment to include both physical and psychological abuse.

The circular states without any ambiguity: “Any kind of punishment given to a child is violation of human rights.”

The circular suggests a mechanism to ensure that children are empowered to complain when abused.

It suggests the formation of child right clubs and installing complaint boxes.
