Talking to reporters at Arimpur, near here, today after inaugurating the `Surya Ayurveda Health Resorts', the Minister said it was not correct to say that the administration in the State was remaining paralysed because of the current political impasse. "But things are moving slowly here. However, in the Health Department things are near-normal.'' The Minister said it was unlikely that the Chief Minister would enforce a ban on Ministers attending the `I' group rally of November 19 in Kochi. He alleged that the Chief Minister did not reciprocate the offer for talks extended by the KPCC president, K. Muraleedharan. According to him nearly 80 per cent of the Congress workers were with the `I'' group and this would be proved by the rally on November 19. Earlier in his inaugural address, the Minister said the Government would distribute medicinal plants for free to encourage their cultivation. M.K. Paulson Master, MLA, and V. Balaram, MLA, were among those who spoke on the occasion.
