HC notice on ban on vehicles

BANGALORE JULY 10. A Division Bench of the Karnataka High Court today ordered issuance of notice to the State Government on a public interest writ petition filed by the Citizens' Forum, Hubli, praying for a directive to the authorities to implement the restrictions imposed on the entry of transport vehicles into the twin cities of Hubli and Dharwad. The petitioner told the court that it was a registered society, and its main objective was to create awareness among the people about various issues. It said that NH4, which ran from Chennai to Mumbai via Bangalore, passed through Hubli-Dharwad. Traffic on the highway was heavy, and the Union Government, to reduce congestion, built a 30.5-km. bypass. The first phase from Gabbur to Khalghat Road was opened for traffic in June 2000, and the second phase from Khalghat Road to Nanda in October 2000. According to the petitioner, the Government, by a notification issued on June 8, 2000, imposed restrictions on the movement of transport vehicles in the twin cities. It was stated for the petitioner that the authorities had failed to effectively implement the restriction, and the banned vehicles continued to enter the twin cities, which increased pollution. The judges — the Chief Justice, N.K. Jain, and Justice H.G. Ramesh — adjourned further hearing of the petition.
