Troops for Iraq

Sir, — India is expected to send its Troops to Iraq as a peacekeeping force, the ground rules for such an involvement still being worked out. This is subject to political consensus. However, our capacity to establish stability in the northern parts of Iraq, though challenging, is expected to be objectively assessed as per ground realities.

Beating up the Iraqi nationalism will be difficult as it strangely found Saddam Hussein as its leader. But to win it back to democracy is a challenging issue which the U.N. can well address by having multi-national peacekeeping forces governed by it. In the meantime our Government may well consider deploying forces in Iraq without undue risks, based on its own assessment and that of the Iraqi mindset.

Sir, — Opinion is divided over the question of sending troops to Iraq until a civilian rule is established. Even the U.N. is not sending troops for rehabilitation work, as the U.S. and the U.K. went against its view. After the end of the Cold War and disintegration of the Soviet Union, there is a dramatic change in the world political scene and a new world order is emerging. The Indian foreign policy of non-alignment has undergone a remarkable change.

India with its political wisdom should take into account the prevailing situation and do what is best.
