According to the Joint Commissioner of Police, Northern Range, Ranjit Narain, the police received a complaint that a 15- year-old girl was raped by two persons who claimed that they were police personnel. Since it was a serious allegation, senior police officers took up the matter urgently. Several teams were formed and portraits of the accused were made. The police personnel were asked to investigate on two lines -- the involvement of a police personnel and that of any person posing as policeman. During inquiry, the beat officers posted in the Sultanpuri area identified one of the portraits as that of a shopkeeper, Ramesh Chand Singhal. Singhal was picked up for questioning during which he disclosed that he had met the victim and her uncle while they were accompanied by the main accused, Roshan Kundu, a resident of Kaithal in Haryana. At his instance, the police raided Kundu's house and arrested him. During interrogation, Kundu broke down and confessed to having criminally assaulted the minor girl. Investigations revealed that Kundu was earlier arrested by the Nangloi police in 1998 on the charge of extorting a shopkeeper claiming that he was a police officer. At his instance, the police arrested his accomplices -- Ram Sevak Gupta, Surender Singh and Ramesh Chand Singhal. As it turned out, Kundu and his accomplice, Surender, intercepted the girl and her uncle, Hotam on June 9. Claiming that he was a Delhi police personnel, Kundu alleged that Hotam was eloping with the girl. Since his motorcycle bore a Delhi police emblem, Hotam panicked and said he and the girl were in fact going to meet a relative. However, Kundu, who had a policeman friend living in the police lines' barrack, took them where and asked the girl to wait outside. He and Surender took Hotam to a room where they allegedly thrashed him and later took him and the victim to a public telephone booth from where they asked Hotam to call the person whom he was going to meet. However, that telephone number turned out to be wrong. Kundu snatched Rs. 100 from Hotam and asked him to wait there, saying he was taking the girl for questioning by a senior police officer. On that pretext, he took her to Naharpur bus shelter where he picked up Ram Sewak. The duo then took the girl to Japanese Park where they allegedly criminally assaulted her.
