Addressing a press conference, he faulted the Government for ignoring its demand for an all-party meet. "It amounts to insulting the Opposition and shows that the Government has no faith in democratic principles.'' He said the Government should have taken the Opposition into confidence. Mr. Raghavulu claimed that the guidelines contained in the GOs were deficient and won't benefit persons who genuinely needed the boons. He released a booklet, "Haameela amalukai praja bheri mrogiddam,'' listing the gaps in the government promises and its actions. The party hoped to circulate one lakh copies of the booklet throughout the State. The CPI(M) leader pointed out that two schemes were missing in the boons--distribution of surplus Government land and total neglect of tenants ("kavuldarlu'').While there had been instances of the Government failing to implement its promises on distribution of land, the issue of tenants had totally been neglected. Eighty per cent of these tenants lacked protection and there were no revenue records. He demanded enumeration of the tenants and provision of passbooks to them. He charged the TDP and the administration with foiling the district tours of CPI(M) leaders to study the implementation of one crore boons by "foisting false cases'' against some of them. The aim of the tours was to assess whether any political considerations were coming in the way of offering the boons to genuine beneficiaries. Cases of attempted murder (307 IPC) and violation of the SC Protection Act were registered against party activists in Cuddapah and Ranga Reddy districts respectively. Bail was denied to the arrested CPI(M) activists, Mr. Raghavulu asserted. Despite the attempts by the administration to "demoralise'' partymen by "sabotaging'' them, the party would go ahead with them. He would visit Khammam and Nalgonda districts from June 19 to 26.
