These will cover four themes of core Government functions, minimum needs programme, enabling environment for economic growth and employment generation and effective, efficient and accessible local self-governments (LSGs). The initiatives proposed under core Government functions include formulation of policy on long pending infrastructure projects such as the ongoing irrigation projects, rules for faster implementation of Government decisions, service delivery policy for Secretariat and new procurement procedures. The formation of a Kerala Civil Service (KCS), performance based promotions, comprehensive training programme for civil servants and implementation of integrated payroll and personnel Management system are among the other proposals. The proposals for Right to Information Act and Rules, IT based information exchange through Akshaya Centres, knowledge based decision support system and creation of knowledge archive for Government Secretariat will also be coming before the Cabinet under this theme. The projects identified as unproductive under the policy on long pending projects will either be closed down or shifted to the private sector under build, operate and transfer (BOT) scheme. Trial run of management system is to begin in the Secretariat by January 2004. As many as 15 initiatives including removal of labour rigidities, State level public enterprises reform, strengthening of infrastructure, creation of an entrepreneurial culture, and simplification of regulatory and administrative procedures are proposed for economic growth and employment generation. Simplified labour laws and codes for practice and good guidance for management and labour will be drawn up. A social safety net package for personnel displaced by public enterprises reforms will be implemented. Audit arrears will be cleared. An infrastructure Act will be enacted with provision for single agency with powers for clearing of issues. A financial returns guarantee mechanism will be designed for infrastructure projects. A nodal agency will be designated for coordinating infrastructure projects. A road transport policy will be drawn up with special focus on the transport problems of Thiruvananthapuram, Kochi and Kozhikode. Entrepreneurial development clubs will be opened in schools and colleges. New laws will be drawn up for consumer protection with strengthening of consumer protection mechanisms and consumer movement. Faster and transparent licensing and regulatory systems will be established. The initiatives under the minimum needs programme will include standardising of health services, quality improvement in education, greater financial autonomy for Government health institutions, integration policy for sanitation and water resources, popularisation of rainwater harvesting, preparation of a frame work for determination of user charges for water supply and sanitation and propagation of holistic waste management. Five year planning framework with asset management, public private partnerships and other features, service performance standards integrated into citizen's charters, social audit, new office management systems, revamping of administrative arrangements and rationalisation of functions of LSGs and Rural Development Department are proposed for improving the efficiency of LSGs.
