The Chief Minister told presspersons after a Cabinet meeting here today that students from families with annual income of Rs. 60,000 would be eligible for the concession. Thus, they would have to pay an annual fee of Rs. 18,000 instead of Rs. 36,000 payable by others. He claimed that there would be many such low-income families sending their children to engineering colleges. Mr. Antony said that this was decided on the basis of talks the Education Minister, Nalakath Soopy, had with the managements. The Government could not take any unilateral decision in the matter on account of the court verdict that specified uniform fees for admission on merit and management quota. He said that three per cent of the supervisory officer posts in public sector undertakings would be reserved for the physically challenged. The Cabinet had approved the decision of the Kerala State Electricity Board to take up the proposed Pallivasal Extension Scheme. The scheme, costing Rs. 175 crores, would be completed in four years. It would yield 164.87 million units of energy a year. He said that an all-party meeting to discuss the Marad situation would be held tomorrow. The Government was continuing with its efforts to facilitate the return of those who had left the area following the violence. He declined to comment on the remarks of the Speaker, Vakkom Purushothaman, on groupism in the Congress. He was not saying anything now on the Speaker's comment that the Government would have functioned better but for the groupism in the party. New Government and aided schools will be sanctioned only on the basis of the commission appointed to examine the need, as spending of Government money was involved, he said. The former High Court Judge, L. Manoharan, will be appointed as Commission for Scheduled Castes and Tribes. The Government Secretary, C.V. Ananda Bose, will be promoted as Principal Secretary. Rajan Madhekar and Jacob Punnoose will be promoted as Additional Director General of Police.
