Mr. Rawat told the Assembly that he was resigning to uphold democracy and cleanliness in public life after he came to know that a conspiracy was on to frame him as the father of a child delivered by an Assamese girl, Jenny, in the Doon Hospital, a few days ago. Later speaking to reporters, Mr. Rawat, who was a Minister in the Kalyan Singh Cabinet in Uttar Pradesh also, said, "the incident shows that one should not help any woman in trouble and if he does so be prepared to face serious charges". Mr. Rawat said the girl was brought to his residence by members of a Tehri-based NGO in December last year and she was given warm clothes and sent to the Nari Niketan.On being asked as to how he was accusing the Chief Secretary, Madhukar Gupta, Mr. Rawat said the Chief Secretary's wife is the president of Sanjeevni an NGO of the wives of officers in the State. He said a sum of Rs. 90,000 was deposited in the girl's account a few days ago. "How can a poor girl get that much money? The leader of the Opposition and former Chief Minister, Bhagat Singh Koshiary, sought the resignation of the N.D. Tiwari Cabinet as Mr. Rawat's resignation highlighted the total breakdown of the law and order situation in the State.
