Addressing a State-level weavers' conference, organised by the Delhi State Cooperative Union in the Capital, Ms. Dikshit said the Bill has been pending with the Centre and it was delaying it by raising unnecessary objections. "The cooperative is a State subject and we must be allowed to exercise our power to enact such act.'' The Chief Minister also announced that to provide the marketing facilities to weavers and handloom cooperatives, two marketing "haats'' would be constructed by the State Government, one in trans-Yamuna area and another in West Delhi. There was lack of marketing space available to cooperative societies so their products were not widely circulated, she added. The Delhi Industries Minister, Deep Chand Bandhu, announced that a sum of Rs.1.48 crores as arrears of Marketing Development Assistance of 2000-2001 and 2001-2002 would be released at the earliest. He further announced to grant subsidy as ground rent to handloom federations for participating in various exhibitions besides constituting a Handloom Advisory Board to promote and popularise handloom co-operatives in the Capital. The Delhi Co-operatives Minister, Haroon Yusuf, was also present on the occasion.
