Counsel for Karnataka, Sanjay Hegde, submitted before a Bench, comprising the Chief Justice V.N. Khare and Justice S.B. Sinha, that the State had complied with the recommendations and that the Chief Secretary and the Advocate-General might be exempted from personal appearance tomorrow. The amicus curiae in the case, F.S. Nariman, said if the State had implemented the recommendations, their presence might not be required. The Bench exempted the Chief Secretary and the Advocate-General from appearing tomorrow, when the Chief Secretaries and the Advocates-General of 17 other States had been directed to appear for non-implementation of the Shetty Commission recommendations.
