Plan achievement less than 76 p.c.

THIRUVANANTHAPURAM April 25. The Plan achievement in Kerala in 2002-03 was less than 76 per cent of the level envisaged in the State Budget.

Against Rs. 4,740 crores earmarked in the Budget, the amount spent on Plan schemes was in the region of Rs. 3,595.58 crores in 2002-03.

Of this, a sum of Rs. 3,083 crores was under the State Plan. Under schemes fully sponsored by the Centre, the amount spent came to Rs. 440.17 crores. The remaining amount of Rs. 72.41 crores was spent under schemes for which 50 per cent of the outlay was provided by the Centre.

In the case of fully-sponsored Central schemes, the State could utilise only 75 per cent of the allocation. Under the schemes for which 50 per cent of the outlay was given by the Centre, the utilisation of funds was but 68 per cent.

While disclosing these figures, an official press release today noted that the Plan achievement in the year was much better than that in 2001-02. The amount spent in 2001-02 for Plan schemes was just Rs. 2,531 crores. Thus, in actual terms, the improvement in 2002-03 was to the tune of nearly Rs. 1,065 crores compared to the previous year.

``This shows the sweep of the development activities which have taken place in the State during the year,'' the press release claimed.

The spending came to Rs. 218.80 crores for agriculture and allied activities, Rs. 114.02 crores for rural development, Rs. 12.26 crores for cooperative sector, Rs. 140.25 crores for irrigation and flood control, Rs. 360 crores for power sector, Rs. 183.5 crores for industries and information technology, Rs. 460.52 crores for transport and communications, Rs. 23.38 crores for scientific research, Rs. 542.64 crores for social sectors including education and health, Rs. 19.94 crores for financial services, Rs. 13.15 crores for public services like civil supplies and public works and Rs. 995.33 crores for local self-Government, according to the press release.

In certain sectors, the utilisation of funds exceeded the targets fixed. For instance, while the amount earmarked for roads and bridges was Rs. 260 crores, the spending touched Rs. 376.05 crores (145 per cent achievement).

Similarly, against Rs. 32.10 crores set apart for public education, the amount spent came to Rs. 36.82 crores (115 per cent achievement).

The press release noted that the current year's outlay under the State Plan was Rs. 4,350 crores. The Centrally-sponsored schemes were in addition to this, it added.
