He warned that many of the models were designed to work for a completely different system of work ethics and organisational goals and were not at all relevant in the Indian context. A common complaint about "our civil administration" was that it was not responsive to the dynamically-changing requirements of the socio-economic life. The reason was not attributable to any deficient character or suspect morality of the personnel, but could be found in the inherited structure of the British colonial administration, which was designed to serve goals of the alien empire. "The structure becomes a prisoner of its own inertia when asked to quickly respond to a new situation despite the presence in the system of some of the finest minds in the country," Dr.Joshi said at the first convocation of the Ashram School of Careers here. Speaking on globalisation, Dr.Joshi said a plural world should be managed in a consensual manner, which did not ride roughshod over the weak. "The paradox, however, is that a globalising world is increasingly becoming the insular agenda of those powers, which are economically and militarily strong and believe that their own needs have a right of precedence over the needs of others," he lamented. The institution founder, Latha Rajnikant, outlined the courses offered in the school. The Technical and Further Education, Perth, Australia; the Bellevue Community College, United States and the Lim Kok Wing University, Malaysia, were some of the institutions with which the Ashram tied up, she added.
