"The policy will project Tamil Nadu as the global ITES capital, creating employment opportunities". The draft policy, put on the Net since September 2002, received a "very encouraging response" from across the globe. The final document would incorporate all suggestions.
SETS hq. in Chennai
Announcing that Chennai had been chosen for housing the operational headquarters of the Society for Electronic Transaction and Security (SETS), Mr. Jayakumar said all leading IT States vied with one another to get the society's base located in their areas but in the end, "Tamil Nadu emerged victorious", thanks to "the dynamic leadership and pro-active policies of the Chief Minister". The SETS dealt with security requirements in electronic transactions at the source of creation, storage, warehousing, transmission and retrieval. The Government also issued orders, sanctioning provision of rent-free accommodation, having a built-up area of 5,000 sq.ft., for three years, three acres of land in the MGR Knowledge City and payment of Rs. 60 lakhs as upfront contribution for membership of the society. A major initiative this year would be establishment of the "Tamil Nadu Virtual Private Network (TNVPN)" through public-private partnership. It would link all government departments to provide voice, data and video connectivity to improve the delivery of services to citizens and for improving response-time and transparency. All district headquarters would be connected to Chennai as also taluks and blocks, using free 2 MB bandwidth available from private communication providers.
Grievance redress
"Kurai Theerpom", a touchscreen-based public grievance redress system, now working in the Andipatti constituency, would be extended to others. A centralised government data warehouse would be created and maintained to provide access to different departments. The Government would host an all-India conference on e-governance in Chennai. As part of the efforts at facilitating use of Tamil in IT, the Tamil Virtual University (TVU) and the ELCOT would convert the web sites of all government departments into the bilingual mode (Tamil and English). The two organisations jointly assessed the work requirement for implementation. Under the TVU's Tamil Digital Library project, 180 literary works, running to about 55,000 pages, would be taken up this year. So far 169 works, ranging from the Sangam Age to the 20th century and having around 76,000 pages, had been uploaded on the web site. The Government would launch Tamil software projects including machine-aided English-Tamil translation, Tamil Linux, Tamil Java and Tamil `C'. The Minister also announced that the TVU would develop web-based packages for learning functional Tamil in a short duration, for the benefit of non-Tamils visiting the State.
Online legal counselling
On Law department demands, Mr. Jayakumar said the Ambedkar Law University would launch a "tele-law system," under which the public could interact with the university on legal matters pertaining to them and it would offer legal advice through the computer network. The Government permitted the university to start a self-supporting law college at or around Chengalpattu in the coming academic year. It would provide land and the university would use its resources for infrastructure. The ownership of land and building on the `Poompozhil' premises on Greenways Road here would be transferred to the university for construction of new buildings for its School of Excellence. A sum of Rs. 55 lakhs would be sanctioned to the university. The five government law colleges (in Chennai, Madurai, Tiruchi, Tiruneveli and Coimbatore) and offices of the Director of Legal Studies, the law university and the Law department would be computerised and interlinked by the network.
