The verdict was given on a complaint filed by M. Balakrishnan, who alleged that the manager and the headmistress of the school had effected bogus entries in the school's admission lists to get more divisions and teachers. It was further alleged that the malpractice was done in connivance with the Assistant Education Officer, Balaramapuram, and the District Education Officer. The complaint said the `surprise visits' of the AEO and the DEO were made known to the school authorities in advance so that they could bring in children from the nearby LP school or from the school's own nursery section to pose as genuine students of the school. The Upa Lok Ayuktha has also directed that appropriate follow-up action be taken on the DPI's own communication to the school manager dated March 6, 2000, which had pointed out that the AEO and the DEO had failed to scrutinise the school records properly and verify the actual strength of pupils during their visits. The DPI had also recommended that the loss incurred by the Government in paying salaries to teachers who were appointed on the basis of the inflated student strength, be recovered from the school's headmistress, the AEO and the DEO, the Upa Lok Ayuktha noted in his verdict. The court has directed the DPI to find ways and means of preventing the commission of such malpractices in the future. The Upa Lok Ayuktha has also directed that the competent authority may submit an Action Taken Report within five months.
