'Improve facilities at Muthialpet PHC'

Pondicherry April 10 . A. Kasilingam (AIADMK) today expressed concern over the poor state of the Primary Health Centre (PHC) at Muthialpet and appealed to the Health Minister, E. Valsaraj to pay special attention to the PHC by providing full fledged facilities.

Participating in the debate on demands for grants to Health and a few other departments in the Assembly today, Mr. Kasilingam said that the PHC started in 1956 needed more facilites as the number of patients turning up for the services had increased manifold over the years because of the growth in the number of housing colonies in the areas.

He deplored that the Health Department was meting out a raw deal to the PHC and he was at a loss to understand the actual reason for the neglect of the hospital`s development.

He wanted early steps to construct the Women and Child Hospital proposed at Ellapillaichavady.

Kasilingam said that although one year had lapsed since foundation of the new court complex was laid inside the precincts of the Swadeshi Mills here no construction work had been started. He said that a Bench of the Madras High court could be established in Pondicherry.

V. M. C. Sivakumar (DMK) said that the Union Territory Administration should set up a medical college in the State sector. The number of seats available in JIPMER a centrally adminsitered Medical college was meagre for students of Pondicherry nativity. Further the students from urban sections were in a majority of cases getting the seats.

Intervening, the Speaker, M. D. R. Ramachandran said that when he was the Chief Minister in 1980 he had obtained the concurrence from the Centre for a State medical college here and hence the effort could be revived to start the medical college When private players could start the colleges in medicine or engineering in no time why should it not be possible for the government to have a medical college in its jurisdiction he asked.

Malladi Krishna Rao (Ind.) wanted posting of specialist doctors in Yanam so that the present difficulty of patients there in getting advanced treatment could be tackled. He also wanted adequate number of nursing staff in the hospitals in Yanam.

Drawing a comparison between Mahe and Yanam in respect of facilities available in the hospitals he brought to the notice of the Health Minister Valsaraj that Mahe had been provided with all facilities and 270 staff were employed in the hospital in Mahe.

But the hospital in Yanam region having a population of 42,000 was reeling under meagre staff strength of 97 employees in the hospital.

He complained that minimum wages were not available to the workers in industries in Yanam. Frequent inspection of industries was absolutely necessary to identify the problems of workers.

He said that Telugu knowing judge be posted in Yanam so that the litigant public would not find any difficulty to place their cases before the court.

A. V. Sreedharan (Cong.) said that the comprehensive health care identity cards for all natives of Pondicherry Union Territory were issued in Mahe and Yanam regions and they should be available for the people in Pondicherry and Karaikal regions.

He wanted a new court complex in Mahe region.

P.Rajavelu (Cong.) wanted posting of drivers in government hospitals in rural areas.

Mere purchase of vehicles without recruiting drivers was an injustice and the people from villages would contine to be in distress during emergency.

Intervening the Speaker said stern action against those responsible for the lapse and irresponsibility in posting drivers should be taken without fear or favour.

A. M. Krishnamoorthy (BJP) and Dr M A S Subramanian (DMK) were among those who spoke.

A. Anbalagan (AIADMK) said that although the Mahatma Gandhi Dental college and hospital started by the Pondicherry Adminstration was assessed to be one of the best institutions, the erratic policy adopted in admitting students in the first year was causing concern.
