Home Minister, Dr. Kailas Nath Katju replied to a debate in Parliament on a non-official resolution moved by Sardar Hukam Singh demanding that a Commission be appointed to enquire into the property holdings of all responsible officers of Government and to submit its report to Parliament. Dr. Katju opposed the resolution saying that, if it was accepted, Parliament would have to conduct an inquisition into the affairs of 20,000 to 40,000 officers, converting itself into a judiciary. Besides, Conduct Rules were already there which required officers to submit an annual return on the immoveable property they held.
