Key player in DDA bribery scam arrested

NEW DELHI APRIL 2. The suspended private secretary to the former Delhi Development Authority Vice-Chairman, P.K. Ghosh, was arrested by the Central Bureau of Investigation today for his alleged involvement in the bribery scam that rocked the DDA last week and resulted in ouster of its vice-chairman, Subhash Sharma.

The accused, Ashok Kapoor, has been charged with allegedly acting as a conduit in the bribe taking exercise from the Modern Public School Educational Society for getting the lease cancellation orders recalled of the six-acre land and getting an illegal extension.

Ashok Kapoor was suspended from his post after he was arrested by the CBI in 2000. During the raids conducted at his office and residence, the CBI sleuths had recovered Rs. 19.5 lakhs in cash. It is learnt the property and assets in his name were then valued at Rs. 2 crores, following which he was arrested and sent to jail. But he managed to get bail after a few months.

According to the CBI sleuths, despite being suspended, Ashok Kapoor, remained in touch with top DDA brass and worked for them as a middleman to strike "deals'' with interested parties.

Ashok Kapoor was reportedly asked by the concerned officials to negotiate with the Modern Public School Educational Society which had allegedly violated the terms and conditions on which it had been allotted six acres of land in 1987 at Shalimar Bagh in North-West Delhi. The educational society was supposed to build the school building on four acres -- from preparatory to Class XIIth, and a play ground on rest of the two acres by June 2002.

But in blatant violation of regulations, it is alleged the educational society built the school building on two acres of land leaving four acres for the play ground. Also, the school compound was being used for commercial purposes like shooting of films. Hence, the authorities slapped a penalty of over Rs. 20 lakhs for various violations.

In order to get their lease extended and the matter hushed up, the Public School Educational Society's head, Amritlal Kapoor, got in touch with senior DDA officials through Ashok Kapoor. A demand of Rs. 3 lakhs was raised to complete the illegal task, but the amount was scaled downed to Rs. 2.5 lakhs after negotiations. Having got their share of the bribe, the accused officials issued an order extending the lease of land up to December 2004.

The CBI has alleged the `deal' was finalised through a conduit and well known fixer, Dharamvir Khattar and Ashok Kapoor on the alleged directions of the DDA Vice-Chairman, Subhash Sharma, the Director (Lands) Jagdish Chander. It said based on the evidence collected so far, they arrested Ashok Kapoor.

Another accused, Ajay Khanna, the representative of DLF Universal Limited, was arrested on last evening in relation with the DLF pay-off scam case in which the senior officials had allegedly demanded Rs. 1.1 crore in lieu of favouring the DLF Universal Limited, a construction company, in a project. The name of Dharamvir Khattar has also found to be involved in this case.

It is alleged that Ajay Khanna, who was the DLF representative, had paid 50 per cent of the bribe money to the officials who in turn awarded the project to the company at 50 per cent less than the existing market rate.

Ajay Khanna, who is at present admitted to Safdarjung Hospital due to some illness, and Ashok Kapoor have been sent to five day CBI custody by a Special Judge today.
