Both Mr. Jain and Ms. Kaur filed their nomination papers for the post of Mayor and Deputy Mayor respectively before the office of the Municipal Secretary at Town Hall here today afternoon. The Delhi Pradesh Congress Committee president, Subhash Chopra, and senior party leaders, Sajjan Kumar, and former Union Minister, Jagdish Tytler, were present on the occasion along with the Leader of the House, Ram Babu Sharma, and the outgoing Mayor, Jaishree Panwar. Given that the Congress has an overwhelming majority in the MCD, their election to the coveted posts, which is scheduled for April 7, is now only a formality. For its part, the Opposition BJP today fielded its Deputy Leader in MCD, Onkar Singh Thapar, and the Bahujan Samaj Party Councillor from Gokulpur, Prem Lata, for the posts of Mayor and Deputy Mayor respectively. Mr. Thapar represents Pratap Nagar. Speaking to reporters after filing his nomination papers, Mr. Jain said his first priority would be to provide a "clean administration'' in the MCD. "It is a collective leadership in the civic body and we will work to fulfil the promises we have made to the people of the Capital during municipal elections,'' he said. A native of Mehram Village near the Palam Airport, Mr. Jain, 49, owns the popular Apno Ghar Amusement Park on the Delhi Jaipur Highway, along with a three star hotel here. Mr. Jain also runs Nitin Car Rental Service and Nitin Transport Service.Inducted into the Congress during the days of Sanjay Gandhi, Mr. Jain was elected as the member of Delhi Cantonment Board and elected as its Vice-Chairman in 1979 and remained till 1983. He then was the youngest Vice-Chairman of Delhi Cantonment Board. He was also elected as a member of the Delhi Metropolitan Council during 1983-199. The two-time Councillor, Ms. Kaur, has been a grassroot worker of the Congress. She was chief organiser of the Congress Sewa Dal and right now holds important position in the women's wing of the Congress. Ms. Kaur said she would work for the welfare of the women and children in particular. "Our objective would be to fulfil the promises we made in the manifesto,'' she said. Talking to reporters on the occasion, Mr. Chopra and Mr. Ram Babu said the selection of both Mr. Jain and Ms. Kaur was taken by the party High Command after taking into account the views of all the party Councillors. They denied there was any resentment among any section of the party workers or Councillors. "It is a unanimous decision,'' Mr. Sharma said. However, quite a number of Councillors complained that they were not consulted for the post of Mayor and Deputy Mayor. "This is undemocratic as no meeting of the Councillors was held to even formally elect the Delhi Mayor. We were not even informed about the decision of the party high command. We came to know about our new Mayor only from the media persons and colleagues,'' a number of Congress Councillors complained.
