Waste collection scheme launched

Bangalore April 1. HSR Layout, a comparatively new residential area in Bangalore, has gone in for door-to-door collection of household waste.

The Commissioner of the Bangalore Development Authority (BDA), Jayakar Jerone, launched the scheme on Tuesday as part of the Environment Improvement Programme being implemented by the BDA in coordination with the Centre for Environment Education (CEE).

Under the programme, waste generated in households is segregated into wet waste (organic compostible waste) and dry waste. Trained "waste retrievers" provided with tricycles and containers will collect waste daily from homes. The collected waste will be temporarily kept in waste storage receptacles at specific locations. The wet waste will be transported to the Karnataka Compost Development Corporation, and dry waste cleared to designated landfills on a regular basis.

Door-to-door collection will be initially taken up in sectors 1 and 2 of HSR Layout and extended to all other sectors in a phased manner. Each household in the layout is expected to contribute Rs. 25 a month to meet expenses such as payments to waste retrievers. The BDA plans to have committees formed by the residents themselves to eventually manage waste collection, and has sought the cooperation of all residents.

The initiative at HSR Layout is yet another important component of the Environment Improvement Programme (EIP), which includes improvement of roadsides and parks taken up by the Engineering and Horticultural Department of the BDA. The work involves planting trees on roadsides, development of parks and protecting them by providing chain-link fencing, drilling borewells, setting up pump-houses, building sumps for storing water, and cultivating seedlings. The works at HSR Layout will cost Rs. 52 lakh.

The BDA has provided Rs. 4 crore for EIP works in its budget for 2003-04. Work is going on to establish a GIS database in HSR, Anjanapura, and other new layouts. The Bangalore Mahanagara Palike has launched a similar programme under `Swacha Bangalore', after the success of the BDA programme, according to the BDA.
