The council president, K. Muralidharan, says the idea was to reduce the loss suffered by the industry because of the increasing number of pirated video discs (VCDs). After discussions with the cable TV operators, the council decided to go in for the new pay channel, to air new Tamil films. In a statement, Mr. Muralidharan said the decision was the outcome of four years of discussions and intense efforts, at a time when the huge money being poured into film-making by producers went down the drain owing to the menace of video piracy. At a small investment, the people involved in video piracy earned huge profits. The cable TV operators association extended support, stating the operators would not air "pirated film VCDs". Henceforth, good films would be made at low cost, to be aired in the `Tamilthirai' channel. The association members were coordinating with organisations like the VSNL and the Information and Broadcasting Ministry to get the clearances, so that the channel would be on air soon. They also met with the Union Communications Minister, S. Thirunavukarasar, and sought his help for getting early clearances.
