Among the biggest defaulters are the Punjab State Electricity Board (Rs. 693 crores) followed by the Delhi Vidyut Board (Rs. 173 crores). Rajasthan has dues of Rs. 133 crores while NTPC follows with Rs. 68 crores and Uttar Pradesh with Rs. 74 crores. Madhya Pradesh owes Rs. 16 crores, Haryana Rs. 21 crores and Maharashtra Rs. 10 crores. The outstanding dues have generally kept rising despite several steps having been taken by the Railways. Various initiatives taken by the Railways to recover their dues include letters written to the State chief ministers by the Railway Minister from time to time impressing upon them the need to clear the dues at the earliest. Other steps taken for recovery of outstanding dues include implementation of various schemes of `pre-payment of freight,' close monitoring and regular meetings with officials including chairmen of SEBs and powers houses which fail to observe the conditions of pre-payment of freight as also current freight charges.
