`State should counter Maharashtra's claim'

Bangalore March 3 . The Chairman of the Legislative Council, B.L.Shankar, today allowed the Janata Dal (S) leader, K.H.Srinivasa, to make a preliminary submission for admitting his adjournment motion on the Karnataka-Maharashtra border dispute and referred it to the Business Advisory Committee for deciding on the type of discussion, given the sensitive nature of the issue.

With two adjournment motions, including one by the Leader of the Opposition, D.H.Shankara Murthy, on the drought situation, Mr. Shankar asked Mr. Srinivasa to make his submission, disallowing the other on technical grounds.

Mr. Shankar said the Government, the Leader of the Opposition, and the Floor leaders would participate in the discussion. Mr. Srinivasa, who spoke after the Chair had ruled, urged the Government not to take lightly the Maharashtra Government's announcement that it would file a suit in the Supreme Court under Article 131 of the Constitution. Mr. Srinivasa urged that an all-party meeting be convened by the Chief Minister, S.M.Krishna, to frame a strategy in response to Maharashtra's claim on the border issue.

The BJP members, who almost questioned the ruling given by Mr. Shankar, said the two Houses had passed resolutions urging the Centre to implement the Mahajan Commission report and Mr. Krishna and the Home Minister, Mallikarjun Kharge, had recently reiterated the stand. They felt that the drought situation should be given priority. At this juncture, Mr. Srinivasa told the BJP members that the other members were also concerned about the drought situation, but the border problem could not be wished away.
