DU guidelines flayed

NEW DELHI FEB. 13. The Delhi University authorities have been accused by the Academics for Action and Development (AAD) of taking the "irregular and void'' decision of laying down different guidelines for composition of governing bodies of private trust colleges and Delhi Government colleges.

The Chairman of AAD, S.S. Rathi, said here today that at the meeting of the DU Executive Council on February 11 the University decided that no member shall serve on the governing body of a Delhi Government college for more than two consecutive terms, while in the case of private trust colleges the restriction would be five consecutive terms.

Stating that under Statute 30 of the DU Act and statues laying down the conditions for admitting colleges to privileges of the University there is no such distinction as private trust colleges and Delhi Government colleges, Dr. Rathi said all these colleges are at par and as such besides term, composition and powers of governing bodies, the processes of selection of the principal, teachers and other employees along with their service conditions are also absolutely uniform in them.

Holding that administrative and financial matters have to be in accordance with the norms laid down by the University, Dr Rathi said the Statute does not allow laying down of different conditions for different colleges and termed the decision of the EC as "discriminatory and violative of the DU Statutes''.

He said in keeping the University-maintained colleges out of the purview of the guidelines, the Vice-Chancellor had retained arbitrary and discriminatory powers for himself.
