CCEA approves setting up of population fund

New Delhi Feb. 13. The Cabinet Committee on Economic Affairs today approved the setting up of the National Population Stabilisation Fund under the name, "Rashtriya Jansankhya Kosh'', as an autonomous body with a seed capital of Rs. 100 crores.

The Prime Minister will chair the fund, with the Minister for Health and Family Welfare as vice-chairperson. The Secretary in the Department of Family Welfare will be the member-secretary of the fund. The body will have representation from the Government, the industry, NGOs and the civil society.

The main objective of the fund is to mobilise resources from the private sector, donor and charitable organisations, for undertaking activities and programmes aimed at achieving a stable population.

The fund was earlier with the National Commission for Population which is also chaired by the Planning Commission. The fund was, however, a few months ago transferred to the nodal Department of Family Welfare and now registered.

The Rashtriya Jansankhya Kosh is meant to provide financial support to States, particularly the ones demographically lagging, to develop capacity for undertaking interventions that would directly have a bearing on the reproductive and child healthcare services in keeping with the strategy of having a participatory approach to family planning.

The National Population Policy calls for reaching a fertility rate of 2.1 by 2010 and a stable population by 2045. The strategy is to motivate couples to adopt a "small family'' norm.
