He was speaking here after being felicitated by the Kodagu ZP on being conferred the "Sahakara Ratna" national award by the Indian Farmers' Fertiliser Cooperative (IFFCO), New Delhi. Mr. Nanaiah and the former Union minister, Ramnivas Mirdha, were honoured with "Sahakara Ratna" awards for their contribution to the cooperative sector. The ZP bodies were vital wings of the Government to ensure all-round development in the districts. They were created to devolve power to the people. Stating that cooperative movement had taken deep root in Kodagu, thanks to the strong edifice laid by the elders, Mr. Nanaiah said the improvement of the lot of farmers was possible only because of cooperative sector in Kodagu, especially at a time when people dreaded to approach banks in the pre-nationalisation era. The Kodagu District Cooperative Central (KDCC) Bank, which had won Nabard national awards for best performance consecutively for the past three years, stood out as an example of the successful cooperative movement in the district, he said. Mr. Nanaiah called upon the administration to make it a model ZP in the State. Though the Government gave grants to the ZP bodies, it was the money of the people which was being given back for development. He had a dig at the bureaucracy which, he felt, wielded a powerful influence on the politicians to have its own say in the matters relating to administration. The nexus between the two had turned out to be ruinous to the nation and needed to be broken. The Vice-President of the ZP, Kamavva, felicitated Mr. Nanaiah by offering him a shawl and citation. The president of the ZP, H.B. Jayamma, read out a brief note on Mr. Nanaiah's rise in politics, achievements, and his contribution to the cooperative sector. C.S. Arun Machaiah, B.G. Raghunath Naik, P.K. Ponnappa, V.P. Shashidhar, A.T. Hanumantappa, Hosur Satish Kumar, K.P. Chandrakala, Moideen Kunhi, Suju Thimmaiah, H.B. Jayamma, and the Chief Executive Officer of the ZP, M.K. Baladeva Krishna, were present.
