The Union Environment Ministry issued an order on January 28 asking the Kerala Government to stop the construction in the forest land, until further orders. Mr. Vaiko, now detained under the Prevention of Terrorism Act and lodged in the Vellore Central Jail, in an appeal to the Prime Minister, said the construction of the checkdam at Mukkali in Kerala would "trigger an acute drinking water problem" and ruin agricultural and industrial production in Erode and Coimbatore districts, where the people depended on the river. The people of Attapadi and nearby villages in Kerala were themselves protesting the construction, claiming it could affect the environment and the drinking water sources of tribals there, Mr. Vaiko pointed out.
