Implementation of security number plates put off

NEW DELHI Feb. 12. The Government today postponed the implementation of the high security registration number plates for automobiles throughout the country to January 2004 from the earlier scheduled deadline of April 2003.

The Union Minister for Road Transport and Highways, B.C. Khanduri, told mediapersons "we have postponed it (the implementation of high security registration number plates) to January 2004".

So far as old automobiles were concerned, he said the provisions would be made applicable from January 2006. The decision to defer implementation of high security number plates was prompted as States sought more time for enforcing the scheme as also the fact that the matter was pending before the Supreme Court following clubbing and transfer of various petitions from different High Courts to it for a final adjudication.

Mr. Khanduri said the States wanted at least six to 12 months for implementing the provisions.

In regard to the process of tendering for the production of the plates, the Minister said the framing of rules and regulations "lay entirely in the domain of the States".

Noting that all these issues had figured during recent Conference of the States Transport Ministers, he said the Centre was aware of problems faced by the States apart from the hurdles in the way of implementing the provisions was the establishment of the production system.
