``Having a legislation passed by Parliament is the only way to construct the Ram temple at Ayodhya and in this, the Congress president can play a major role,'' Mr. Togadia told a press conference here. If Ms. Gandhi accepted his appeal, it would help the Congress although it may harm the BJP politically, he added. ``I am saying something that can help the Congress and has the potential to damage the BJP,'' he said, adding that the time had come for the Congress to prove it was against ``jehadi'' elements while at the same time it supported Hindu unity. Construction of the Ram temple after the passage of a legislation would ensure that it would cease to be an election issue for all time to come, he said. Alleging that it was the Congress which was responsible for the partition of the country and the creation of Pakistan, Mr. Togadia said ``even now, the party is following the same divisive policies''.
