16 CRPF recruits dismissed

THIRUVANANTHAPURAM Oct. 22 . The Central Reserve Police Force (CRPF) has dismissed 16 of its recruits arrested by the Railway police today for allegedly sexually harassing students and staff of the Beersheba Higher Secondary School, Madhya Pradesh, while they were travelling on the Kerala Express on a study tour to the State recently.

The Additional Deputy Inspector General, CRPF, Pallippuram, M.C. Joseph, told The Hindu that the dismissal had been made after the staff and students identified the 16 recruits in an identification parade at the Police Training College, Thycaud, here today, and their subsequent arrest. The rest of the recruits who had been found innocent would be imparted training at the CRPF's Regional Training Centre at Pallippuram.

Mr. Joseph, who is holding an inquiry into the incident, said he would be submitting the report to the Director General of CRPF and the IG, Southern Range, in two to three days.

The arrests were made at 5 p.m.

The Superintendent of the Railway police, K.J. Thomas, who also is investigating the case, told presspersons that the 16 accused would be produced before the First Class Judicial Magistrate, Ernakulam, tomorrow as the case was registered in Ernakulam.

The arrested were Pavan Kumar (23), Kurban Singh (20), Amit Kumar (23), Naresh Pal (23), Hitler Singh (23), Manoj Kumar Dubey (21), Ramkumar (24), Dinesh Kumar Yadav (22), Sanjay Kumar (20), Rajesh Kumar Shukla (23), Ashok Kumar Mishra (23), Nisar Ahmed (20), Vinod Sagar (22), Rajan Singh (22), Ravi Kumar Sharma (20) and Neeraj Kumar (23). All hail from Uttar Pradesh.

All the arrested have been charged under Section 354 of the Cr.PC (outraging the modesty of women), Secs. 323 and 324, 143, 147 and 149 of the IPC and Sec.145 of the Railway Act for causing nuisance on the train.

The parade was scheduled to have been held in Ernakulam yesterday, but since the recruits arrived at the venue in uniform, it was postponed for today and the venue changed.

They were produced in batches of 12 each before the staff and students for the parade which began at 11-30 a.m. and ended at 3-30 p.m.

The students and staff who identified the accused will have to come to the State for appearing in the court once the trial begins, the SP said.

The 54-member tour party, including boys and girls as young as eight years, two teachers and the school principal, boarded the train at Itarsi in Madhya Pradesh on October 16.

The 53 CRPF recruits, all hailing from Uttar Pradesh and in civil dress, were travelling on the train to the CRPF's Regional Training Centre, Pallippuram, near here.

According to the Railway police, the recruits started teasing the students in S-2, S-7 and S-8 compartments. The Principal, Shaji Varghese, and the staff objected to the misbehaviour and lodged a complaint with the SI of CRPF, who was accompanying the recruits.

However, the 16 accused allegedly harassed the staff and students travelling in S2 when they were getting ready to alight at the Aluva railway station on October 18.

The CRPF recruits allegedly detained the girl students and the principal and the boy students were beaten up. The Railway police at Aluva had to intervene to release them. As many as 13 students and teachers travelling in S2 fell prey to the misbehaviour.

The students later proceeded to Kanyakumari around 3-35 p.m. in a luxury bus as part of the educational tour. The team is expected to return to Madhya Pradesh in the next two days.
