'Third Sector', new name for NGOs

BANGALORE Oct. 22. They call themselves the `Third Sector' — organisations that offer a variety of services for activities other than economic, but are perceived to be working towards achieving and sustaining a prosperous economy and a just civil society.

This is the new definition of voluntary organisations, non-profit organisations, and NGOs, be they community-based or cooperatives.

The growing awareness that new or long-standing problems that affect society cannot be solved only by the Government or the corporate/private sector has led development practitioners to evince greater interest in the working of the Third Sector Organisations (TSOs).

The Project on Third Sector Governance, a research programme undertaken by Mysore University, which happens to be part of a larger study undertaken in five Asian countries — Indian, China, Indonesia, Philippines, and Thailand — is focussing on the best features of TSO governance.

A workshop to be held on November 11 here on "Third Sector Governance in India" will address the gamut of issues in this sector, and also analyse the legal dimensions of Third Sector governance, Shanti, research associate, who has been working on the project, said.

It would also examine whether there was correlation between accountability and optimum organisational performance. Ms. Shanti said the project would provide the first systematic overview of approaches to governance by the Third sector.

The November 11 workshop will be attended by representatives of Government, TSOs, funding agencies and representatives of grant-making organisations, both local and foreign, researchers, and scholars.
