dated October 23, 1952: The Kashmir issue

Pointing out that if the Security Council was to do anything useful regarding Kashmir, it must put forward a concrete proposal. The Times in London suggested one solution to the issue of occupation troops which alone was holding up progress towards a plebiscite. This would be "to hold each side to steps on which both are agreed and to let each keep the troops it thinks essential while assigning to a plebiscite administration the specific responsibility of seeing that these troops did not interfere with the free choice of the Kashmir people. India would not reasonably object to preparations for the plebiscite if her demands for security were respected." The Times admitted that this was "far from being an ideal situation," yet "without some such step the deadlock will continue."
