According to a report received from India's High Commissioner in Colombo, the Ceylon Government had recently issued a notification, which gave relief to Ceylon Indians in one important respect. The regulations under the Indian and Pakistani (Citizenship) Act had so far prescribed eight or nine different application forms, for registration under the Act. The Ceylon Commissioner for Registration had been rejecting any application, which was not on the form appropriate to the person concerned, the rejection being final, since there was no provision in the Act for the submission of fresh applications and the Commissioner was not allowing amendments to be made to the original application. This had caused great hardship and difficulties in view of the multiplicity of the forms involved, which had to be filled by Indians, including estate labourers many of whom were illiterate. The present amendment published in the Ceylon Gazette authorised the High Commissioner to entertain an application even though it might not be in the appropriate form, provided all the information required was available in the actual form used or such information as it contained in the form that was required to be specified in the appropriate form. A further provision had also been made for the Commissioner to return an application to the applicant to rectify any error in signing the application or where the necessary attestations had not been provided in the original application.
