NEW DELHI JULY 15. The opening day of the monsoon session of Parliament today saw both the Houses being adjourned without transacting any legislative business in memory of the former Vice President, B.D. Jatti, and its sitting members — Mukesh Patel (Rajya Sabha) and J.P. Yadav (Lok Sabha) — who had died during the inter-session period.

The Lok Sabha Speaker, Manohar Joshi, described Jatti as an ``outstanding statesman and a man of letters'' while the Rajya Sabha Chairman, Krishan Kant, recalled the contribution made by him as the Chairman of the House between 1974-79 in conducting the proceedings of the House with "wisdom, vision and insight.'' He said in the passing away of Jatti the country had lost an able administrator and an eminent social worker.

The Rajya Sabha also condemned the dastardly killing of 27 people in Jammu on Saturday. "No words are strong enough to condemn this heinous act. I am sure the whole House will join me in condemning this act against humanity which is contrary to the human ethos and has shocked the entire civilised world,'' the Chairman said.

Mourning the death of Mukesh R. Patel, a sitting member belonging to the NCP, Mr. Kant said the country had lost an entrepreneur and an active Parliamentarian. In the Lok Sabha, the Speaker recalled the contributions of the sitting BJP member from Godda (Jharkhand), Jagdambi Prasad Yadav, last month.

The Rajya Sabha also mourned the death of its former members, Chandra Mohan Sinha, Gulsher Ahmed, Sundar Mohan Hemrom, Jagdambi Prasad Yadav and Mohd. Masud Khan.

Earlier, the Prime Minister, Atal Behari Vajpayee, introduced in the Lok Sabha L.K. Advani as the Deputy Prime Minister and the new members in his Council of Ministers inducted on July 1.
