SC raps Delhi police chief

NEW DELHI July 15. The Supreme Court today issued notice to the Delhi Government and the City Police Commissioner asking them to show cause why transit entry of all commercial vehicles not conforming to Bharat Stage-II emissin norms or which had not installed `catalytic converters' should not be banned.

A three-judge Bench comprising, B.N. Kirpal, V.N. Khare and Ashok Bhan, passed this order in the `CNG-pollution case' irked by the non-implementation of the court's December 6, 2001 order directing the Commissioner to stop entry of nearly 40,000 goods trucks, which passed through Delhi roads every day as transit route causing air pollution.

The Bench noted that not a single transit vehicle had been stopped by him at the border and all vehicles and trucks were allowed to pass through Delhi. Observing that "it is a shame on him'', the Bench said "you will invite harsher orders''.

The Bench granted two weeks time to the Commissioner and the Government of National Capital Territory to file their replies and posted the case for further hearing on July 29.Referring to the construction of a corridor linking Delhi with National Highways, the Bench said that "there can be no corridor joining National Highways with Delhi to allow the trucks to pass through. If any corridor has to be constructed, it has to be outside Delhi''.
