In a press statement here the Pakistan Foreign Office spokesman, Aziz Ahmed Khan, said that Islamabad had taken a serious note of the introduction of the Brahmos as it ``aggravated the existing balance'' in the region and would further encourage India in its ``hegemonic designs''. ``It should also be a matter of great concern that the Indo-Russian cooperation in development of missile is in clear violation of the international obligations of Russian as member of MTCR.'' In response to a question on how it amounted to a violation of the MTCR by Russia, Mr. Khan said the regime prohibited the development of certain missile technology and passing it on to others. ``This particular test and cooperation is in violation of that treaty,'' he said and urged the MTCR members to take action against the violators. Pakistan would take necessary steps to ``ensure a strong defence capability to deter any aggressive designs against its sovereignty and territorial integrity,'' Mr. Khan said and added that it would remain committed to a policy of restraint.
